Dr. Jolly A. Beyioku (Dr. Jolly) is the founder and president of ACCD - a partnership of churches and church-based organizations with a common interest of restoring hope and wholeness in their communities for the sake of the Lord.  Dr. Jolly's leadership responsibility is to move the organization to the next level in its development.

Prior to ACCD, Dr. Jolly worked for World Vision as the director of community housing and economic development along with leadership and organizational development for thirteen years.  He managed large and small program development grants, and pre-development loan program for affordable housing that leveraged millions of dollars and hundreds of affordable housing units for low-income families in Los Angeles County.

Dr. Jolly provides community and economic development training, technical assistance and on-call consultations to churches and church-based organizations in Southern California and around the country.  He has trained hundreds of church leaders in community outreach ministries and organizational development.  

Prior to joining WV, Dr. Jolly was the director of research and community development at the P. F. Bresee Foundation, and was for many years, a community economic development consultant.

Dr. Jolly is an experienced educator. He was a lecturer of urban and regional planning at California State University Polytechnic and a lecturer of urban ministry development at the Bresee Institute for Urban Training.  He was also an adjunct professor of church-based community development at the Nazarene Theological Seminary.  He has directed several academic and vocational institutions, including the American Business Institute and Barclay College.  He has also been a keynote speaker at several national and international conferences and has contributed to several community development studies.  As a member of international research teams Dr. Jolly has provided development consultations to a number of foreign governments.

Dr. Jolly has an extensive professional network.  He serves on the Boards and Advisory Councils of several public and private organizations, including Southern California Association of Government's Regional Advisory Council, Los Angeles County Emergency Food and Shelter Program, Committee on Review and Evaluation of CalWorks (Welfare to Work) for Los Angeles County, Servant Partners, Edward R. Roybal Institute of Applied Gerontology, Highland International Education, YouthBuild, Pico Union Family Resource Center, and Hope Africa.

Dr. Jolly is an ordained minister in the Church of the Nazarene and serves as a pastor at the Exposition Park Church of the Nazarene where his primary assignments are evangelism and church leadership development.  He was also the Chairman of the African Strategy Committee for the Church of the Nazarene for a number of years.

He holds Bachelor of Arts and Bachelor of Science degrees along with a professional Master’s degree from the State University of New York at Buffalo and earned a Doctor of Philosophy (PhD) degree from the University of Southern California.
